Just Which School Year is a Waste of Time?

IMG_6849The tongue-in-cheek letter below was written by a parent to vent their frustration at the absurdity of the current school admissions system for summer born children, and the possibility or even likelihood that their child will have to skip a whole year of school in the future, solely because he entered Reception class AT compulsory school age and not before.

It is based on the very real situation parents and children are finding themselves in, and exposes the illogical stance that the DfE is taking by supporting ‘local decisions’ to re-shuffle children back into their ‘correct’ and ‘normal’ age group.

Dear County Council,
I’m considering taking my 9 year old son out of school for a year and wondered if you could advise which year of education it would be most appropriate for him to miss? Continue reading

Govt says NO to 1 WEEK off school – but YES to missing 1 WHOLE YEAR

Moving House could Cost summer born children a Whole Year of Education

IMG_2872Parents who have been fortunate enough to have their request for Reception class entry at compulsory school age agreed to are being warned about the risk of moving house.

The implications are real and serious (we already know children who have been forced to skip a much later year of primary school – where the DfE refused to intervene – and even the July 2013 advice even said “It will be for the admission authority of the secondary school to decide whether to admit the child out of their normal age group“; so a future risk even if parents stay put.

One local authority to warn parents has said, “I cannot envisage a problem whilst you remain with [N] County Council, however I cannot answer for other authorities. If other LA’s do not allow deceleration, your child will have to join the school in her correct cohort.”  Continue reading

Summer Born admissions Chaos Escalates as more Schools become Academies

The Department for Education is advising parents of summer born children to discuss their request for their child to enter Reception class at compulsory school age “as soon as possible with the schools they are interested in applying for and the local authority.

This is already HUGELY problematic and devoid of choice (not least because it may only be the schools you have no chance of getting a place in that say yes, while your nearest school and/or council says no), but a Guardian article this week (“New schools commissioner reveals plan for all schools to become academies“) reports on a “goal… to make every state-funded school an academy by the end of the next parliament, and perhaps even within the next “two to three years“.

Academies are their own admission authorities (although local authorities can still influence these policies), which means that parents will have to traipse round schools trying to convince individual head teachers why their child needs the same number of years of education and access to the school curriculum as every other child. 

And the DfE’s July 2013 advice advocates this; using paragraph 2.17 of the Code it says, “admission authorities must make decisions on the basis of the circumstances of each case“.

But the DfE advice also says, “It is likely that most requests for children to be admitted out of their normal year group will come from parents of children born in the later summer months or those born prematurely.

So if your child was born in April, May or  June, it’s also likely that you will experience even greater resistance to your request than other parents.

The Complex Web our Admissions System Weaves

spider webIt’s embarrassing really, but the DfE is advocating an admissions system for compulsory school age children in England that requires parents to contact multiple schools (and even multiple local education authorities) before they begin to fill out the standard application form.

Some admission authorities might say yes to Reception class entry, some might say no – it’s simply a postcode lottery.  But worse than that, local authorities can overrule a head teacher’s support, they can put these applications to the bottom of the processing pile, and they can refuse to give parents an answer in time to make an informed decision – meaning parents are left to gamble even getting a school place at all.

3 year-olds to start school in summer term for September 2014 induction

Gove loves Alberta’s school system – Well here’s how they do Admissions…

canada flagIn a January 2011 speech, Michael Gove cited Alberta as being among the “world leaders” in education in, and in June 2011 and September 2010 speeches, he espoused, “In Canada, and specifically in Alberta, a diverse range of autonomous schools offer professionals freedom and parents choice. As a result, Alberta now has the best performing state schools of any English-speaking region.

Campaigners apprise solicitors of changes to the DfE summer born advice

Summer born children with Down’s Sydrome refused Reception class at age 5

bestbuggy articleWhen you’ve been working on a campaign like this one long enough, hearing stories weekly – sometimes daily – about parents’ requests for their compulsory school age child’s entry into Reception class being denied, children forced to start in Year 1 and then often missing out on a place in the school they would have had if they started school a year early, not to mention children forced to skip a whole year of their education later on in their education – just to be back in their ‘correct chronological year group‘, – you think you’ve heard it all.

But then two cases come along that are even more shocking than most – especially when you consider that the Department of Education insists decision-making is still best left at a local level when it comes to the admission of summer born children… Continue reading

DfE updates Summer Born advice – to reduce parents’ contact with Gove

This week (May 7) the Department for Education updated its July 2013 advice, “Admission of summer-born children in schools“, but if parents who are struggling to gain access to a full primary education for their summer born children had expected changes that might help “empower” them in any way, or might help reduce the confusion and conflict they’ve experienced in communication with schools and local authorities throughout the country, they will be disappointed.

For apart from clarifying the definition of compulsory school age, it appears that the primary focus is on changing who we should complain to – when local complaints processes have been exhausted.

On March 24 2014, in a response to a Parliamentary question posed by MP Annette Brooke on the problems faced by parents of summer born children requesting Reception class entry at compulsory school age, David Laws, the Minister of State for Schools replied, “If my hon. Friend has any information on the way in which schools are implementing their responsibilities, I would be keen to hear from her, because we will take action if we find that schools are not paying attention to parental demand.

Statutory school age is 5, but calls continue for children to start at age 2

telephone jackWhen growing numbers of parents are fighting for the right to ensure that their 4 year-old children have full access to a full primary school education when they reach compulsory school age (i.e. the term following their 5th birthday), instead of being forced to miss a whole academic year and enter school in Year 1, it’s troubling to read persistent suggestions for children to begin their education even earlier.

It was the flexibility and choice for parents to enrol their children prior to compulsory school age – at age 4 – that effectively led to the loss of flexibility and choice for parents who want their children to wait. Continue reading
